Screwed by dealership? Opinions please. 200 1991

I am helping a 16 yr. old new driver in my neighborhood refurbish his first car, a '91 240 sedan. His dad passed away early his year and he can use the help.

His mom made a trip to the dealership to order a small part for us, the rubber ring that seals the metal heater return line behind the water pump. This seemed simple enough to me. Well, through some sort of misunderstanding, the ring arrived along with the entire metal line, a $70 part.

She tried to return it today and was willing to pay a restocking fee, but the parts guy refused, saying "no returns on ordered parts". She feels it was their error that the part was ordered in the first place.

I'm planning a trip over there to discuss it with someone but I'd like to hear feedback from you guys. The dealership, by the way, is Volvo of Nashville.
