Volvo 240 rough idle power loss 200 1993

So I have a 93 Volvo 240 that has been running flawlessly for about 5 months. Starts right up, smooth idle, etc. Love it!

About a week ago, I go out to start the car, and it cranks hard, and barely starts - runs really rough, feels like its loading up (running rich) - fouling, etc.

I keep it running, and it finally smooths out after about 5 mins, but the check engine light is on and idle is very slow. (less and 500RPM probably) just barely running. Once the car is warm, and at acceleration (like highway speeds) it is completely smooth. But when cold...really rough.

I pop the hood and find a vacuum hose leading from the throttle is broke. Outstanding! I cut it, reconnect it...but not that easy apparently.

The car still runs rough, light still on.

I remove the battery connections hoping to reset the computer, etc. Car starts back up, smooth for 15 seconds, check engine light comes back on, rough. low power.

Any suggestions? I will probably take it in to the Volvo shop locally tomorrow, but if I can save a couple hundred bucks to fix it....I would love any advice.
