Failed Emissions Again! 200 1985

Have done the following in my 85 wagon that has 240K miles on it and this sucker is still failing emissions with a very high hydro carbon level.

Plugs
O2 sensor
AMM(swapped out with my back up used AMM)
Oil
Idle Control valve(car was idling at 1200, now 750)
Flame Trap

The only thing I am thinking that may be left is the catalytic converter, which the muffler shop wants $200 to replace(although no guarantees that will fix it either).

Trying not to bring the car to the shop for obvious reasons ($$$$$).

Should I put the cat conv in and hope that fixes it?

Is there something else major that could be going on with the engine causing this?

Anything else I may have over looked?
