89 740 warm start problem

The car was having a problem starting warm on occasion a few years ago. When checking the fuses, I found that fuse #13 when pulled and reinstalled allowed it to start every time. Since the fuse box was badly burnt around the blower fuse, I replaced the fuse box and the problem was solved.

So fast forward two years and the problem is starting up again. It has done it twice when the engine is shut off after running for 30 minutes, it will not restart for about an hour. Pulling fuse #13 and reinstalling the fuse allows the car to start immediately. Looking at the schematic, it appears that this fuse supplies power to fuel injection ECU, although the fuse box cover shows "hot start".

Any ideas what the actual problem is?
