noninterference and the b230 engine 900 1994

i have always understood the b230 engine to be a noninterference engine that could break a timing belt without trashing the engine, but reading the bently book they warn not to rotate the cam or crank without a belt which could result in valve/piston interference. what is it that i don't understand about this?
thanks to anyone who can explain.
