740 power steering problem 700 1987

steering is stiff and squeals. have gotten 2 different opinions. one claiming probably power steering pump, another claiming racking pinion needs replacing.

person who told me that it's the pump told me if it were the rack that the steering would be really loose(ie turning the wheel all the way and the wheels barely turn)

opinions?
