B230FT lower timing cover install 700 1988

I must be missing something, I've even done this job before - just trying to bolt the lower timing cover back in place now that I've replaced the timing belt. Can't get the 10mm bolt to catch anything - I have the cover lined up, I don't remember having an issue with this before, even just spinning the bolt without the cover I don't feel the threads engaging anything. The metal sleeve in the cover is still in place, is there supposed to be one on the engine side? What am I missing? Thanks -
