Tail lamp issue-1991 240 Wagon--Fuse 16 200 1991

have a 1991 249 Wagon and fuse 16, (passenger tail light and front corner lamp) keeps blowing. I have a CIBE lamp and it is quite melted at that socket, so I switched in with a CIBE lamp from my other wagon, '85 245). But still the fuse blows immediately when the light switch is turned on.

Can I just run a ground from one terminal and then connect a jumper wire from the fuse 16 spade all the way to the connector on the tail lamp?

I need this car to get to work without the hassle from the police, and so I don't mind a quick work-around, however crude if it buys me time to figure out what is going on.
I have checked all ground connections and they all look good.
