740 power steering problem 700 1987

"stiff and squeals" the other guys are right, the squeal is probably the belt. the stiffness though can be several things.

This though, is bizarre "turning the wheel all the way and the wheels barely turn"
That is not how the rack works. If you turn the wheel, the road wheels can move correct amounts just with a lot of effort, if the rack is 'bad'. If the road wheels don't move very much, something is Very wrong and the car should not be moved til it's fixed.

I had a car with stiff steering for years that I never solved. I changed ball joints, steering rack, steering shaft ujoint, strut mounts and bearings, fluid several times, and all had virtually no effect. I was about to do the pump when the car was wrecked.
