B16 Distributor drive gear? 444-544 1962

I'm trying to recondition and run a B16. The current problem is that I've found the distributor shaft has excessive rotational play... when I grab the rotor, it can be rotated back/forth by hand about 45 degrees! Is this normal? I would guess that maintaining timing would be a big problem!

I've checked the rotor fit and confirmed that the distributor is in good condition, so would like to know what's going on inside the block with the drive gear to have that much play -- is this an indication of severe gear wear, or a drive gear linkage problem?
