I have a 74 144 that has the same bumper mounts. It's a one-time-use shock absorber. It supposedly contains a tixotropic material that is in a solid state on a good part. If you hit something with the bumper hard enough, the material becomes liquid and allow the shock absorber to compress. After that, it will no longer work and has to be replaced or the two parts welded together. I think the best bet is trying to make something from pipe with the existing mounts as templates.
