it appears all the yanking on the relay board removing the od relay jostled something. after carefully re-seating all the relays from the passenger side and accessing the rear of the board from the drivers side and ensuring all the wiring was solid the gauge fired right up AFTER disconnecting the neg battery cable and reconnecting it then starting the car.

whether it was the finagling all the wires or merely resetting the ecu and all the electronics by disconnecting the battery i can not say. it works and that's what matters.
