Defroster actuator or vacuum hose? 200 1990

When I was investigating why my windshield wasn’t defrosting (plenty of hot air through the heating ducts), I found that the actuator (operates the air redirector flap in the defroster duct work) was not even moving when I pushed in the defroster button.
So is this likely to be the actuator itself or that funny vacuum hose that runs all through the dash? If the actuator, where can I get some of those? If it’s likely to be the hose (low vacuum) how do I fix that? I looked under the hood and referred to the Bentley and I have on idea where that system runs off the engine.
When I operate the actuator by hand I get plenty of air through the defroster vent but the button will have no effect on it.
Temporarily I have a piece of coat hanger coming through where one of those blank squares go so as to operate the acuator, but it’s not really an attractive switch.
