overdrive on 740 GL not working all the time 700 1990

Anybody have experience with overdrive not kicking in until 15 minutes on the highway? If I keep the car running, even idling, when I go back on the highway, I still have overdrive. If I stop the car, even for a short time, the car will not shift into overdrive for about 10 to 15 minutes of highway driving.
