Spot Rust Mitigation 200

I replaced the window scrapers on my 77 242 with the RSI product. Very high quality - but my cutting was a couple mm off on both ends. MUCH better than what was there before, though!

Looking over the car, under trim, and around the lights, there are little rust "specs", all surface rust as this was a California car. I don't mind the specs being visible as long as the rust is neutralized and it will slow down in its spread. I'm looking to neutralize it just about anywhere and everywhere I can so the specs dont grow into holes. Where there are larger bits of oxidation I'm actually thinking of taping off and spraying something on. Are there any off-the-Wal-Mart-shelf type products (both spray and paint on) to use? To avoid?
