My heater questions 200 1990

1. Is there a vacuum activated baffle in the heater area which keeps the air away from the heater core, or is the heat totally controlled by the heater valve?

2. Is there "simple" way to back-flush the heater core? Since I still have the areas open, I was thinking of attaching long hoses to the intake and output by the valve itself.

3. How do I get to the activator for the driver's side defrost vent? Is it behind the instrument panel?

I just replaced the valve and still have no heat. The floor, middle vents, and one of the defrost vents are working. I checked the valve before I put it in. I suspect the heater core because one of the hoses gets only slightly warmer than the other.
