checking over 'new' 244 200 1992

Our oldest daughter just bought a 1992 240 with a 171,000 miles and a good body. The rest of the car seems a little neglected i.e. no oil showing on the dipstick(!), metal to metal front brakes, and a 7 year old air filter.

A few things beyond the usual jump out:
1) The throttle feels very heavy compared to my '87 245. Is this the way they all are ?
2) The car is quite sluggish on acceleration. The motor seems stiffled and a little rough. It smooths out at speed.
3) The relatively new exhaust system is about 4" lower than it aught to be. Did the exhaust manifold change at some point or is the down pipe very poorly made ? Solution ? Cut and reweld, heat and bend, or just replace it?
4) there is a toggle switch next to the A/c with a blue light in it. I have never seen anything like it, it is not mentioned in the manual, I and can't tell that it does anything.

Ideas ?

Are there any known weak spots on '92s ?
