de-carbon a catalytic converter? 700 1991

Trying to avoid the $ for a new cat.

Previous owner had one put on at 193k and now 209k.

Keeps failing Cali NO at 15 mph by 100 points.

I took the cat off and the honeycombs look black. I took a propane torch to clean it by getting it red hot and it looks much better.

Will this help?
