1992 740 turbo wagon failed low speed nox only 700

I have a 1992 740 turbo wagon and just had it emission tested for inspection sticker. I passed all tests except the low speed nox, the high speed nox passed but was close. Here are my test readings. Any help or suggestions would be greatly appreciated.
