Hi NOx 900

The car sat for a year awaiting a tranny & crank (don't ask).
Finally installed it and got it back on the road.
It will not pass emissions, CO & HC are OK but NOx is high.
1st time through it just barely missed, literally by a couple of points.
I figured it was the old gas so I ran 2 new tankfuls through.
Found bad pumps & replaced.
Ran it at highway speeds for about 500 miles.
No codes are being thrown.
2nd time through it is 400 points over.
Looking over the readout, everything went up.
It looks like the guy ran it with the overdrive OFF (RPM's were UP too).
But a 400 pt bounce in the NOx tells me the old gas was not the culprit.
I can get another test & make sure the OD is ON but don't think the NOx will drop sufficiently to pass.
I plan on seafoaming it, checking the high voltage side of the ignition, etc.
BUT...
Am I looking at a bad CAT?
