Still Loose Steering Temporarily .......... 700 1988

1988 740GLE wagon. Auto. Almost 204,000 miles. About a month ago I posted about temporarily loosing power steering when I go thru deep puddles. Only loose it for a couple of minutes(maybe 2) and then it comes back and is okay. It was suggested that it might be harmonic balancer slipping. So as suggested I painted a white line from center to outside . No disruption of line at all so cause is not harmonic balancer slipping. As an aside if H balancer was slipping wouldn't ones voltage drop in addition to loosing power steering ? My voltage is fine/steady. In any case having ruled out harmonic balancer what could be causing my temporary power steering loss when I go thru puddles ? Fluid is good and full. No loss. Rack looks fine to eye. Thanks.
