could this happen. steering rack Question

95 940
i am getting this shaking in my steering wheel above lets say 55 mph.
this is with 16" hydras and 205-55-60 tires.
i have checked the front end good, has new struts, brake pads and rotors. everything seems tight when jacked up and checked for any play.
new tires and had the wheels balanced a few times. ( 3 or 4 on two different balancers) i also swapped tires around from front to rear.
the steering on this car is unlike any other volvo i have had, very very very easy to turn steering wheel (kinda like the older cadillacs) can be done easily with one pinky finger.
i feel like this may be a steering rack problem and as the rpms increase the pump increases and gives this shaking/vibration at higher speeds. (this is my theory)
like many here im no mechanic so i could be off base.
can a bad/old/defective steering rack give me this problem.
this shaking does not happen all the time but about 80% of the time?
the car drives striaght and brakes perfect. i have no other idea if this is the problem.
anyone think it could be the rack?
whacha got for me on this one?
