OK, I think I understand now. Had thought you were doing your own work/diagnosis. Not making it up a hill has two possible causes in a 91 I can think of, (1) clogged filter or (2) clogged cat. Since you've had the filter replaced, I'm still backing Smitty in his suggestion to disconnect the cat and see if this makes a difference. Your Volvo mechanic will have a method for this diagnostic, I'm sure, even if it just means using his ears.
