I am doing some processing on the drawing in question (pdf version) and it is a pretty good quality scan. It processed fairly well as a both a WMF and EPS file. I am in the process of getting it into a "true" CAD vector format and will try to output it as a DXF or IGES file at CAD full scale. Once it is to that point you will be able to measure it in any good CAD package and see just how accurate the drafting really is, I'm guessing its pretty good for hand drafted!
