Front window whistling and moving around 700 1990

So this is the same 740 wagon that I've been working on for a while. Thanks if you've helped me with the running issues. I think I've got that cleared up, but can't drive it until I get the brakes all fixed in a few days.

Anyways, the driver's electric window is having issues. The electrics all work perfectly. However, the window tilts forward slightly as it raises, causing it to not seal properly when fully closed. If I pull up on the front as I close the window, it'll seal up, but it's a real pain.

I took the entire thing apart tonight to see if I could figure it out. It seems that the front arm that raise and lower the window is allowing it to tilt forward. Or else, the front window track allows the window to tilt forward. Either way, I'm a bit baffled. I took the entire electrical/actuating mechanism out of the door and cannot figure out what is really wrong with it or how I would repair it. It has a bit of back and forth play, but none up and down.

Any thoughts? I don't want to buy another actuator only to have the same problem!
