hesitation without codes 900 1992

I've looked at the FAQs and still feel a little stuck.

My '92 940 Turbo has a hesitation on occasion. I've disconnected the FPR and not noticed much if any change in idle. I've run it with the FPG disconnected after an episode of hesitation and the car ran great. Plugged it back in and the car ran great. Didn't notice a change.

I think it was doing it before but...the heater control valve broke when my wife was driving. I replaced that and checked for water/oil mix...clean. The ECT sensor code was set off and I replaced that. Code gone now (100+ miles since). While I was at it I cleaned the throttle body, replaced the oil breather with a clear one from the bone yard, replaced all vacuum lines except the one from the manifold to the cabin, new cap, rotor, plug wires and new plugs (all Bosch).

I'd like to head to the bone yard this weekend and test stuff but would like to get a clue as to what to pull.

No fault codes in mode 1. Mode 2 seems to require two people so no answers there...mode 3 seemed to stop at the carbon filter. Not that I know if that makes noise or not...but I didn't hear the coldstart go after that and I don't know if the radio suppression makes noise.

May be related, I get about 17.5 MPG on the highway, no better or worse in town. I thought I should get at least 21MPG on the hwy.

Any suggestions greatly appreciated.
