Climate Control out on 91' 780 700 1991

Hi. My 91' Bertone has had a issue the last week or so regarding the climate control. We have had very cold weather (below freezing) and both times that I have driven the car during that period the climate control is not functioning. The fan will not come on either manually or automatically, and the "AC on" (or is it AC OFF) button flashes as to show that there is a fault in the system. This has never happened like this before.

For the last year or so the blower motor on the passenger side has been making scary noises as if it is about to seize up but has always worked. And after sitting all summer the fan quit making the noise for a month or so. So I am wondering if the weather changes are effecting this? Is it common for the system to freeze up like this or do I have bigger problems?
