will this slightly low fuel pressure cause my issues? Regina system--30psi 700 1990

I've been writing about this crazy 740 a lot on here lately. I need someone who understands Regina injection.

I hooked up a proper fuel pressure gauge in line and got 30psi. The 30 stays very consistent. That looks to be a bit low by all the numbers I've seen. I checked the FPR and it seems to work fine, without any issues with vacuum. I haven't checked the pump on its own yet. The car runs like crap off idle, hesitating and surging, but idles quite well. I need to know if I should keep going down the road of fuel pump/FPR, or if I should head to ignition systems.

LOTS has been done to test the car already . . . read my other posts a few down if you want the list. Full tuneup, etc. etc.
