cooling sytem issue '89 245 wagon, gas, non-turbo, a/t 200

The temp gauge reads many times at 10 oclock, has risen to 11 oclock, but seldom, and many times hangs nicely at 9 oclock. Some have suggested the gauge in the cluster itself-but when its at 9 oclock the heater at max is just right-when it climbs to 10 oclock the heat definitely gets quite a bit hotter, and gets back to normal heat if it falls back to 9 oclock. Here is what I have done so far: Changed the temperature sensor that sends the temp from the block to the gauge. Installed a brand new 3 row all metal radiator. Installed a brand new -bought from Volvo dealer- a made in Germany 189F thermostat, properly installed- the bleeder thing in the 'stat is at the top. I did flush the system BEFORE I put in the new radiator-but the flush didn't show any rust-It looks like the cooling system was pretty clean in the first place. I did put in new hoses. The water pump is about a year old and belts are correctly tight and also fairly new.. I use a 50/50 antifreeze solution. Im not losing any of the antifreeze solution.. Level in overflow tank remains constant. My only thought now is even though the water pump is fairly new, about a year "old", maybe I should change it anyway? Can a water pump not circulate through without completely failing first?? (Oh I did install a new "harmonic balancer" recently and the timing is right on-if that means anything.) Basically, it's a hell of a nice running wagon-only 202,000 miles-well taken care of, inside and out.-No leaks-no oil burning, smooth and "tight". Any help/suggestions is greatly appreciated. Thanks.
