The 33 gallon vertical tank sounds like the one I have. Price-wise, this seemed to be the best that fit my budget. I had to go 120V since I didn't want to rewire the carport.

Air requirements are really defined by the tools, and as long as you've got a solid 4-5cfm @90psi, you're OK for most DIY projects.

Kobalt (Lowe's brand) has (or had) a nice kit of air tools for under $100. Includes an impact wrench, air chisel, die grinder, and air ratchet (My air ratchet has seen zero use). Spec-wise the Kobalt stuff blew the pants off similar priced Craftsman, so I went with Kobalt.

This stuff has all served me really well.

Black & Decker has a rotory tool with the same "bit" diameter (1/4", IIRC) as the above die grinder. For that tool, you can get an adapter to use Dremel brand bits. That'll put cut-off wheels and carbide cutting tips in your die grinder.
