Rear Brake Noise 200 1993

When the car is slowly moving, like when I'm pulling into or out of the garage, and lightly apply the brakes, I get a pretty loud moan from the rear brakes. Does that mean something's going bad, or maybe something's out of adjustment? My mileage has been low since I got the car. The parking brake handle was stuck in the up position, but the cable had been loosened. I replaced the handle, and am now wondering if maybe the rear brakes are dragging, causing the poor mileage. Any suggestions?
