Intermitent No Fuel Pump Prime 900

This a new situation that has happened twice to my 1993 945FT. It seemed to occur when I quickly turned the ignition to start without pausing to hear the pumps prime. The car starts but runs out of gas. By turning the ignition switch off and on a couple times the pumps kicked in with a pre-start prime and all has been well.
I replaced the fuel pump relay which has not solved it. The main pump has been whining lately. Can anyone offer diagnostic advice?
