Updated Drive Shaft / Center support question 700 1989

On my '89 760 just ahead of the center support there is a dust cover.
Is this supposed to be pressed into the drive shaft end itself, or is it part of the center support? I would guess the first.

It sure does make a nice loud skimming sound as it hangs, and spins freely on the drive shaft. The Bearing sounds and feels great, and the rubber looks good.

I just need to do something with the dust cover.
Any experience out there?

Edit for clarity;
I just found this line in the volvoclub.org.uk/faq.
"Don't set the jaws of the puller on the front bearing protector ring that is mounted on the driveshaft; with this method, you will leave that in place."

The protector ring is loose from the drive shaft. Any remedies?
