960 click only- at witts end 900 1995

Hi all.
After extensive research on the board and deciding my no crank click only isue was the starter, I put a brand new starter in the 95 960. The beast still only clicks. Battery is fresh 12.7v, all connections clean. When tested before was getting full voltage to the starter terminal. Any other ideas?? The click is loud, like the solenoid is working, but no dice.

Any ideas??

This is getting annoying.
