Feul pump relay 700 1989

I read the FAQ's and they got me close.
No sound from the in tank fuel pump.
No clicking from the relay.
When I test voltage across fuse #30 I get no power when ignition is turned to on.
I do get voltage when the car is running.

Is the first stage of the pressure relay failed.
The car is 1989 765t.
