How to reinstall hub assembly 200 1990

Hey all,

Just repacked the front bearings on a 1990 240. It was in the routine maintenance section of the Haynes manual, so i thought it would be routine. No such luck

I'm at the stage of putting the hub assembly back onto the spindle. and for the life of me, I can't get it pressed in far enough for the oil seal to be seated properly. I've tried both a new oil seal and the original.

I'm fairly certain i've got the hub assembled correctly. I placed the lip of the rubber seal inside the metal retaining ring and tapped it into place.
What is the trick to get the rubber part of the seal to "pop up over" into position? So far It will only squish and deform.
