Ignition switch problem? 200 1989

My 1989 245 Would not start the other day, and still will not, even with a jump.

There is no sound from the starter, and only 2v on the wire from the ignition.

The dash lights go out when trying to start, and recover full brightness only slowly (10-15 seconds).

All of that is true if jumped, if not jumped, the dash lights may well stay out. Also, the electric door locks don't work sometimes (as in when the dash lights aren't working either.

I do have a multi meter, but am not much of an electrical person.
