Will a seized turbo alone make me fail the emission test? 700 1991

Emission test result:
failed on all of NO, CO and especially HC measures at 2000 rpm, OK at idle.

CAT was replaced only 2 years ago and of course there is some blowby in the B230FT engine but car idles and runs well except for no boost and of course poor acceleration, so intake leaks not suspected.

Question:
Will the seized turbo cause the emission failure due to air flow restriction or should I look elsewhere?
