91 240 wagon high idle 200

My wagon has a peculiar problem. A couple of weeks ago, some fellow brickboarders suggested that my problem may have been the idle air control. I checked that today and also cleaned the throttle body and no help. What is happening is at start up the idle is way high. It will start to come down but never really gets to normal. I found out today that when I removed the vacuum line that goes to the flametrap "T", the idle dropped to near normal. I just can't figure that out. The other clue for you brick sleuths is that when I am going any other speed other than stopped and put the car in neutral, it really jumps up in RPM, probably 1800-2000, (I don't know exactly due to no tach). If i drop it into neutral while the car is stopped, it will be it's normal high idle, same as in park.

Work done so far:
Cleaned throttle body, replaced coolant temp sensor, cleaned and checked idle air motor, replaced flame trap.
