Headlights - only one high beam works. 200 1989

This afternoon I decided to replace the small bulbs in
the center console, since two of them were out near the
air/heater switches. Now the low beams don't work and
only one high beam works. If for some reason when I was
working in the center console and somehow unplugged the
headlight relay or pulled a wire belonging to that relay
I would expect that none of the headlight would work, just
strange that only one high-beam is now working.

Any advice, information or history that would help is appreciated.
