New Boge strut inserts do not extend on their own? 200

Got a pair of Boge struts off eeuroparts.com. the picture they have says made in Germany. Mine came made in Mexico. 100 261 on the strut. Box says "Super Advantage" and the strut casing says "super touring".

I'm worried that the struts are no good if they don't want to extend by on their own. The strut had no retaining ribbon thing to hold it in the cartridge while in the box. Anyone know if this is normal.

Also the retaining nut that holds the strut in had a smaller diameter hole that barely had enough room for the strut to extend through that is if I pulled on it. So I removed it and might have to reuse the old one. Got the job to this point and can't figure out what to do. Install or not?
