Bulb Failure Light When Headlights Are On? 200 1983

Once again, electrical takes me out of my league. I hope you can help. After recently posting about a gremlin with my left side headlamps that somehow magically fixed itself (http://www.brickboard.com/RWD/volvo/1399122/220/240/260/280/headlamp_mystery.html), I now have another headlamp related issue. When I turn on the headlamps (and only when they are turned on), I get the bulb failure light illuminated on the dash. This is only on when in low-beam mode. When I switch to hi-beam mode, the bulb failure lamp goes out when the hi-beam mode indicator goes on. Switching back to low-beam mode causes the bulb failure lamp to light again. When the headlamps are off, the bulb failure lamp never lights. With the low-beams engaged and the bulb failure lamp lit, I have walked all around the car and it appears that there are NO bulb failures. Any ideas about what is causing this? Thanks in advance!
