taillights not working 200 1990

I have the classic problem as I have read in some post. left taillight not working. I have signal light but no brake or running light. put tester light on these wires but get no power. question is when these wires go thur the rear fender is there a connector/relay where they join somewhere or do they continue to seperate swicthes. if so where are they located? need to know where to look next.
