I'm going to assume you have the Regina (single pump) fuel system as most U.S. non-turbo 940's and late 740's have......
Somewhere near the LH trunk lid hinge, you'll find some wires that run down to the in-tank pump/sender. The heavier guage pink wire powers the pump. There should also be a disconnect in that area that provides a good place to sample for 12v. When you first turn on the ignition, you should see power in the pink wire for a couple seconds. Then when you start cranking the starter (or while the engine is running) you should see constant 12v through the pink wire. If you are seeing voltage there then your relay and fuse are OK. Yet if the pump won't run when connected, then the pump is probably bad. Your car is at the right age for the pump to die if it hasn't already.
If there is no voltage measured at the pink wire, then you need to go upstream to look at the fuse and/or relay.
If the pump, the relay, and the fuse all check out OK, yet you still have to spray ether in the intake to get it to run (no fuel delivery) then the next likely culprit is the Radio Suppression Relay which provides electrical current to the injectors.
Oh yeah, some 940's have a schraeder valve on the fuel injector rail through which you can sample for fuel pressure. A tire guage will give you a quick and dirty reading - good enough for preliminary troubleshooting. If you sample around 36 psi fuel pressure, then your pump, relay, fuse are probably good and the RSR is VERY LIKELY the problem.
