Popping fuse #16 30amp climate control doesn't work 700

hello all!
I'm new to brick boards and have learned that this website is very helpful! and I am also new to volvo's also, I have a problem with mine actually, I keep popping fuse #16 the 30 amp for the climate control, it's a 91 740 without the auto climate control, I bought it from some guy and he said it just stopped one day, so I took a look at it and I added a new fuse, It didn't pop on on setting 1 2 3 or 4 but on 5 it's almost like 6 seconds into it and the blower doesn't run at all. the fuse for the blower is still good. I kinda wanna find what's the problem because it's about 20 degree days and 4 degree nights :-P anybody have any suggestions?
