rust treatment/prevention 200

just bought a new (to me, obviously) '92 240 sedan which, despite being a midwest car, is quite clean. there are some spots in the wheel wells where rock chips in the paint have started to rust a bit. nothing at all major, thanks to a fairly meticulous previous owner and his garage. it's definitely just skin-deep. so, my question to all you other lucky rust belt folks: what is the best way you've found to get rid of surface rust? further, any favorite ways to thwart the nasty road salt and prevent any further rust? there's a rustcheck location just down the way from me, for instance. i wouldn't mind dropping the $100 or whatever they charge for a treatment so long as i had it on good authority (i.e., this forum) that it would be effective and not a waste of money. thoughts?
