Air Conditioning. 200 1989

I just picked up a really nice 1989 244 with 107K. The paperwork and under the hood shows an air condioner conversion to R134a about 5000 miles ago (six years). The A/C wont kick on and I was wondering if the likelyhood would be toward the relay or the compressor. I hate to discharge the system if it just the relay. Is there a test I can try. The air conditioned models with A/C dont seem to draw outside cool air well with most of the vents being used for the A/C and it's getting kind of stuffy in here. Is there any combo with the system to make it blow more cool air.
