Brake Problems - 1992 740 w/ABS 700

My 740 has slowly been losing braking power over the last couple of months. It got bad enough that I decided to bleed them today and now it's even worse. I only bled the front.

From reading other threads, it seems that I may have a bad master cylinder.

One curious thing that I noticed is while pressing the brake pedal, the engine slightly bogs down. This is especially noticeable when the pedal is at the floor. Is this indicative of something else?

Should brakes be bled with the engine on or off or doesn't it matter?
