If you super glue it so that the two pieces become a firmly rigid single piece, you won't have the necessary articulation for the second (inside) piece to move. It has to actually rotate or pivot slightly -- that's why the two (as OEM) aren't attached.

The nail, suggested by another on this thread, is narrow enough to allow, in the hole, the small amount of pivoting you need.
