240 DL wont shut off 200 1982

My daughter just bought a 240 GL, her very first car, and it intermittently won't turn off. The key turns to the off position, but the engine continues to run and all of the dash "idiot light' indicator lights stay lit. Disconnect the coil to stop the engine, disconnect the battery + terminal, wait a while, reconnect the battery (no dash lights now are on) insert key and turn it to 'accessory', idiot lights all light up, one click further, car starts up but no idiot lights stay lit. Turn the key to the off position and the game begins again! It will do this, then suddenly start and stop 8 times in a row perfectly. Then the next dozen times or so end up being the 'won't shut off game'.

Any chance you have any heard of or had experience with problems of this nature and would be willing to advise or guess?
